Effective Date: September 22, 2026
Higgins Insurance Agency Inc (“Higgins Insurance Agency,” “we,” “us,” or “our”) has served individuals, families, and businesses in the Twin Cities since 1946. We understand that the information you share with an insurance agency is personal, and we treat it that way.
This Privacy Policy explains what information we collect through our website at www.higginsagency.com, how we use and share it, and the choices you have. It also describes how we handle the nonpublic personal information you provide when you request a quote, ask for a certificate of insurance, or otherwise do business with our agency.
Please read this policy carefully. By using our website or submitting information to us, you agree to the practices described here.
1. Who We Are
Higgins Insurance Agency Inc is an independent insurance agency licensed in the State of Minnesota. We are not an insurance company. We work with a number of insurance carriers to place coverage on behalf of our clients, including homeowners, auto, commercial, life, and long-term care insurance.
Because we act as an insurance producer, the way we handle your information is governed primarily by the federal Gramm-Leach-Bliley Act (“GLBA”) and its implementing privacy regulations, along with the insurance privacy provisions of Minnesota law. This policy is intended to be read together with any privacy notice you receive from us or from an insurance carrier in connection with a specific policy.
2. Scope of This Policy
This policy applies to information collected through www.higginsagency.com and to information you provide to our agency by email, telephone, text message, fax, or in person in connection with insurance products and services.
This policy does not apply to the websites of insurance carriers, premium finance companies, claims administrators, or other third parties that you may reach through links on our site. Those organizations maintain their own privacy policies, and we encourage you to review them. See Section 9, Third-Party Websites and Carrier Portals.
3. Information We Collect
3.1 Information You Provide Directly
We collect the information you choose to give us. Through our website, this includes:
- Quote and contact requests: your first and last name, telephone number, email address, and any information you include in the message field.
- Certificate of insurance requests: the requester’s name, email address, and telephone number; the type of coverage requested; the certificate holder’s name and mailing address; the type of holder (for example, additional insured, loss payee, or mortgagee); a description of the project, operations, locations, or vehicles involved; and any special instructions you provide.
- Direct correspondence: anything you send us by email, voicemail, text message, or postal mail.
Our website does not ask for your Social Security number, driver’s license number, date of birth, financial account number, or payment card information. Please do not send this information to us through the website forms. If we need it to prepare a quote or service a policy, we will collect it directly through a secure channel or through the insurance carrier.
3.2 Information Collected Automatically
When you visit our website, certain information is collected automatically by our website platform and by the analytics service we use. This includes your IP address, browser type and version, operating system, device type, the pages you view, the date and time of your visit, and the website or search engine that referred you.
This information is collected in aggregate and is used to understand how visitors find and use our site. See Section 8, Cookies and Website Analytics.
3.3 Information We Receive in the Course of Insurance Transactions
When you become a client, or when you ask us to shop coverage on your behalf, we may receive information about you from sources other than you. Depending on the type of coverage, this can include information from insurance carriers and their underwriting systems, consumer reporting agencies, motor vehicle records, loss history databases, prior carriers, and, for commercial coverage, publicly available business records.
We collect this information only as needed to quote, place, service, or renew insurance coverage, and we handle it in accordance with this policy and applicable insurance privacy law.
4. Nonpublic Personal Information
Under the Gramm-Leach-Bliley Act, information about you that we collect in connection with an insurance transaction and that is not publicly available is treated as “nonpublic personal information.” We restrict access to this information to those employees and business partners who need it to provide products and services to you.
We do not disclose nonpublic personal information about our current or former clients to anyone, except as permitted or required by law and as described in Section 6 of this policy.
5. How We Use Your Information
We use the information we collect for the following purposes:
- To respond to your quote request, question, or certificate request.
- To shop, quote, place, service, change, renew, and cancel insurance coverage on your behalf.
- To issue certificates of insurance and evidence of coverage to the parties you identify.
- To assist you with claims, billing questions, and carrier portals.
- To communicate with you about your policies, renewals, coverage gaps, and agency news.
- To maintain our client records in our agency management and customer relationship systems.
- To operate, secure, and improve our website.
- To comply with insurance regulations, recordkeeping requirements, and other legal obligations.
- To establish, exercise, or defend legal claims.
We do not use the information you submit through our website to make automated decisions that produce legal or similarly significant effects about you.
6. How We Share Your Information
We do not sell your personal information, and we do not share it with third parties for their own independent marketing purposes.
We share information only as needed to do our job as your insurance agency, and only in the following circumstances:
- Insurance carriers, wholesalers, and general agents. To obtain quotes and to place and service your coverage, we share your information with the carriers and wholesale brokers we work with. Each carrier handles your information under its own privacy notice.
- Service providers. We use vendors who support our agency and our website, including our agency management and customer relationship management system, our email provider, our website host and platform provider, our website analytics provider, and our website accessibility provider. These vendors may access your information only to perform services for us.
- Third parties you direct us to. When you ask for a certificate of insurance, we send it to the certificate holder you identify. When you ask us to speak with your lender, landlord, mortgage company, or another party, we share what is needed to complete that request.
- Claims and loss adjustment. Adjusters, appraisers, and other parties involved in handling a claim, when you report a loss.
- Professional advisors. Our attorneys, accountants, and auditors, in the ordinary course of operating our agency.
- Legal and regulatory. Insurance regulators, law enforcement, or other authorities when required by law, subpoena, or court order, or where necessary to prevent fraud or protect our rights.
- Business transfer. If our agency is sold, merged, or otherwise reorganized, client records may transfer as part of that transaction, subject to this policy.
7. Telephone Calls, Text Messages, and Email
7.1 Consent to Be Contacted
When you submit a quote request, a certificate request, or a contact form on our website and provide your telephone number, you are asking us to get in touch. By providing your telephone number, you consent to receive calls and text messages from Higgins Insurance Agency at that number regarding your request, your quote, and your insurance coverage. These calls and messages may be placed using automated dialing technology.
Consent to receive calls or text messages is not a condition of purchasing any insurance product. Message and data rates may apply. Message frequency varies.
7.2 Opting Out
You may opt out of text messages at any time by replying STOP to any message from us, or by calling our office at (612) 789-7231. You may ask to be removed from marketing calls or emails at any time by calling us or by emailing info@higginsagency.com.
Even after you opt out of marketing communications, we may still contact you about an active policy, a pending quote, a claim, a renewal, or a billing matter, because those communications are part of servicing your coverage.
7.3 Call Monitoring and Recording
Some telephone calls to and from our office may be monitored or recorded for quality assurance, training, and recordkeeping purposes. If you do not wish your call to be recorded, please tell us at the beginning of the call and we will accommodate your request or arrange another way to communicate with you.
7.4 Email
Standard email is not a secure method of communication. Please do not send Social Security numbers, driver’s license numbers, financial account numbers, or other sensitive information to us by unencrypted email. If you need to send sensitive documents, call our office and we will arrange a secure method.
8. Cookies and Website Analytics
Our website uses a small number of cookies. A cookie is a small text file placed on your device that helps a website function and helps us understand how the site is being used.
We do not run advertising or remarketing pixels on our website. We do not use cookies to build advertising profiles about you, and we do not share website analytics data with advertising networks for that purpose.
The cookies associated with our site fall into the following categories:
- Strictly necessary cookies. Set by our website platform so the site functions correctly.
- Analytics cookies. Set by Google Analytics so we can see how many people visit the site, which pages they read, and how they found us. This information is reported to us in aggregate.
- Third-party embedded services. Pages that include an embedded Google service, such as a map showing our office location, may cause Google to set its own cookies in your browser. We do not control these cookies, and Google’s use of them is governed by Google’s privacy policy.
The cookies you are most likely to encounter on our site are listed below. Cookie names and durations are set by the providers and may change.
| Cookie | Set by | Typical duration | Purpose |
|---|---|---|---|
| wordpress_test_cookie | higginsagency.com | Session | Confirms that your browser accepts cookies so the website platform can function. Strictly necessary. |
| _ga | Google Analytics | Up to 2 years | Distinguishes one visitor from another so we can measure how many people use the site. |
| _ga_42TLKH1WR6 | Google Analytics | Up to 2 years | Maintains the analytics session state for our specific Google Analytics property. |
| NID, AEC, OTZ, SID, HSID, SAPISID, APISID, SSID, __Secure-1PSID and related | google.com | Varies; up to 2 years | Set by Google when a page includes an embedded Google service, such as a map. Google uses them for security, preferences, and, for signed-in users, its own services. |
| ADS_VISITOR_ID, OGP, OGPC | google.com | Varies; up to 2 years | Set by Google in connection with embedded Google services and a signed-in Google session in your browser. |
Most web browsers let you refuse cookies, delete cookies already stored, or alert you when a cookie is being set. Instructions are available in your browser’s help or settings menu. Blocking analytics cookies will not prevent you from using our website. You can also opt out of Google Analytics across all websites by installing the Google Analytics Opt-out Browser Add-on.
8.1 Do Not Track
Some browsers offer a “Do Not Track” setting. There is currently no accepted industry standard for how websites should respond to these signals, and our website does not respond to them differently at this time. Because we do not use our website to track you across other websites for advertising purposes, this setting has little practical effect on our site.
9. Third-Party Websites and Carrier Portals
Our Payments and Claims page links to the websites of the insurance carriers we represent so that you can pay a premium or report a claim directly to your carrier. We also link to our agency’s social media page.
We do not process premium payments on our website, and we do not collect or store credit card, debit card, or bank account information through our site. When you follow a link to a carrier portal, you leave our website and enter a site that we do not operate or control. Your use of that site is governed by the carrier’s own privacy policy and terms of use, not by this policy. We are not responsible for the content, security, or privacy practices of any third-party site.
10. How We Protect Your Information
We maintain physical, electronic, and procedural safeguards designed to protect your nonpublic personal information. Access to client records is limited to employees and authorized service providers who need the information to perform their jobs. Our staff is expected to keep client information confidential, both during and after their employment with the agency.
No method of transmitting information over the internet and no method of electronic storage is completely secure. While we work to protect your information, we cannot guarantee its absolute security. If you believe your information has been compromised, please contact us immediately.
11. How Long We Keep Your Information
We keep your information for as long as necessary to fulfill the purposes described in this policy, to service your insurance coverage, and to satisfy our business, accounting, insurance regulatory, and legal recordkeeping obligations. This means that we may retain records relating to a policy, a claim, or a quote for a period of years after the relationship ends.
When information is no longer needed for these purposes, we take reasonable steps to dispose of it securely.
12. Your Choices and Your Rights
You have the following choices regarding the information we hold about you:
- Access and correction. You may ask us what personal information we have about you and ask us to correct anything that is inaccurate. We will respond as required by applicable insurance privacy law. Some information, such as records prepared in anticipation of a claim or a legal proceeding, may be exempt from disclosure.
- Marketing preferences. You may ask us to stop sending you marketing emails, calls, or texts at any time, as described in Section 7.
- Cookies. You may control cookies through your browser settings, as described in Section 8.
- Questions and complaints. You may contact us at any time with questions about how we handle your information.
Minnesota residents: state and federal insurance privacy laws give you specific rights regarding the personal information an insurance producer collects about you, including rights of access and correction. To exercise these rights, contact us using the details in Section 15. We will not discriminate against you for exercising any privacy right.
As a licensed insurance producer, Higgins Insurance Agency is subject to the Gramm-Leach-Bliley Act and to insurance-specific privacy requirements. Where a general consumer privacy law and an insurance or financial privacy law both address the same information, we follow the requirements that apply to our agency and to the type of information involved.
13. Children’s Privacy
Our website and our services are directed to adults. We do not knowingly collect personal information from children under 13 years of age, and we do not accept quote requests from anyone under the age of 18. If you believe a child has provided us with personal information, please contact us and we will delete it.
14. Accessibility
We are committed to making our website usable by everyone, and we use a third-party accessibility service to help us monitor and improve the site. That service processes limited technical information about how visitors interact with our pages in order to deliver its features. More information is available on our Accessibility Statement page. If you encounter an accessibility barrier on our site, please contact us and we will work with you to provide the information you need.
15. Changes to This Policy
We may update this Privacy Policy from time to time to reflect changes in our practices, our technology, or the law. When we do, we will revise the “Last Updated” date at the top of this page. If we make a material change to how we handle your information, we will take reasonable steps to notify you. We encourage you to review this page periodically.
